At the installation and disassembly site of tower crane, the installation unit of tower crane shall be equipped with the following personnel:

(1) Person in charge of tower crane installation
(2) Professional and technical personnel
(3) Full time safety production management personnel
(4) Construction crane installation and dismantling workers, crane signal workers and tower crane drivers and other special operators.
Conditions and responsibilities of the person in charge of tower crane installation and dismantling:
The person in charge of the installation and dismantling of tower crane is appointed by the installation unit, who is fully responsible for the organization and management of the installation and dismantling site of tower crane, and is responsible for the legal representative of the installation unit. The person in charge of installation shall obtain the qualification of a constructor and the certificate of safety production assessment, or meet the following conditions:
(1) After passing the examination of the competent construction department, it has obtained the operation qualification certificate of special construction workers.
(2) Organize and arrange operators to accept safety technical disclosure.

(3) Before installation and disassembly, organize the inspection of tower crane, auxiliary equipment and site construction conditions.
(4) Ensure the implementation of special scheme for tower crane installation, disassembly and installation.
(5) Supervise the installation and disassembly operators to strictly abide by the safety operation regulations.
(6) Check and ensure that the installation personnel are equipped with necessary tools and personal safety protection articles.
(7) When the site conditions, climate obstacles or other reasons cannot ensure safety, the decision to terminate the installation of tower crane shall be made.
(8) Participate in the review of tower crane installation and disassembly plan. The installation and disassembly operators entering the site shall be equipped with necessary protective equipment, and the high-altitude operators shall fasten their safety belts and wear anti-skid shoes. During the installation and disassembly of entering the site, the division of labor shall be clear, and the installation director shall give unified command. When the command signal is difficult to transmit, effective measures such as interphone shall be taken for command.
