(1) annual inspection shall be conducted once a year, and comprehensive in-depth inspection shall be conducted once every four years. The annual inspection and the inspection after each site transfer and installation shall be inspected by the dispatched personnel of the safety inspection department of hoisting and transportation equipment of the local labor bureau. For the 4-year comprehensive in-depth inspection, in addition to the personnel assigned by the labor bureau, the engineering and technical personnel with rich experience in the design, installation and use of the tower crane can also be invited to participate. The annual inspection and the major inspection once every four years should make an authoritative assessment of the technical situation of the tower crane, and point out the potential hidden dangers in detail, so as to carry out timely and thoughtful maintenance and eliminate the accident in the bud.
(2) the tower crane driver must be at least 18-year-old qualified personnel with professional training and certain driving experience. Each tower crane is equipped with one tower crane working log. The operator on duty shall carefully fill in the working overview, environmental conditions, operation characteristics of each mechanism of the tower crane and the maintenance carried out on that day.
(3) before leaving the machine at the end of the work shift, the driver of the rail tower crane shall clamp the rail clamp firmly to prevent the tower crane from overturning due to the strong wind blowing out of the track at night.
(4) when multiple tower cranes are constructed around a project, the minimum safe operation distance between adjacent parts of two adjacent tower cranes is 5 m in China. Recently, the minimum distance between two adjacent tower cranes is 2 m, and the minimum clearance distance between the bottom of the components lifted by the tower crane and the highest point (top tip) of the adjacent tower crane is 2 m. The author thinks that as long as we concentrate and operate carefully, we can deal with it according to the new regulations of foreign countries. According to China's usual regulations, tower crane is not allowed to lift operators.

However, foreign countries make new regulations from the reality: under certain conditions, tower crane can also lift operators. The specific conditions are as follows.
(1) the bottom of the basket carrying personnel must be equipped with a spring buffer device, and the basket shall be surrounded by a high and closed grid form enclosure structure, safe and reliable sling and safety protection roof.
(2) the basket of the lifting personnel shall be inspected by the full-time personnel of the safety inspection department 2 weeks in advance before the first use.
(3) the tower crane shall also be inspected by the full-time personnel of the safety inspection department before the first personnel lifting.

It is also introduced in recent foreign materials that, under the conditions of meeting some of the above requirements, the concrete hopper with a special operation platform is used.
